Ramos, reportedly had past clashes with the paper In a heated House hearing on the Russia probe, Deputy Attorney General Rod Rosenstein and FBI Director Christopher Wray faced tough questions from GOP lawmakers President Trump met with a bipartisan group of senators about the Supreme Court vacancy being created by Justice Anthony Kennedy's retirement Trump and Russian President Vladimir Putin will meet in a closely watched summit July 16 in Helsinki, the White House announced John Kelly may soon step down as White House chief of staff, sources tell FOX News. Rumored replacements include Budget Director Mick Mulvaney and former communications director Hope Hicks THE LEAD STORY - 'TARGETED ATTACK': At least five people were killed and at least two others were injured during a shooting described as "a targeted attack on The Capital Gazette" newspaper in Annapolis, Md, Thursday afternoon, local officials said, in one of the deadliest attacks involving journalists in U.S. history. Jarrod W. Ramos was identified as the suspect, the Associated Press reported, citing an unidentified law enforcement official ...  Police identified the five victims late Thursday as Rob Hiaasen, Wendi Winters, John McNamara, Rebecca Smith and Gerald Fischman. Ramos, Described as a man in his 30s, was taken into custody after he allegedly shot journalists and other employees of the Annapolis newspaper. Ramos reportedly had a history with the Capital Gazette, as reports said he sued the paper and one of its columnists for defamation in 2012. Police in Annapolis, Md., were reportedly warned years ago that Ramos "will be your next mass shooter." Jayne Miller, a reporter with Baltimore's WBAL-TV, said she spoke to a woman who claimed Ramos had stalked, harassed and sued her -- becoming "fixated" to the point where she became frightened enough to move out of state and warn authorities. Annapolis newsroom shooting sparks lawmakers' calls to 'end the violence' TEMPERS FLARE ON THE HILL:  Republican Rep. Trey Gowdy tore into Deputy Attorney General Rod Rosenstein on Thursday over the long-running Russia collusion probe -- telling the Justice Department at a public hearing to "finish it the hell up because this country is being torn apart" ... Gowdy's excoriation came amid a string of tense moments at the House Judiciary Committee hearing, where a months-long battle between Republicans and the DOJ over its handling of the Russia probe and Hillary Clinton email investigation flared before the cameras. Underscoring those tensions, as Rosenstein testified alongside FBI Director Christopher Wray, the House approved a resolution insisting the DOJ comply with congressional subpoenas for documents related to the Russia case. Rep. Jim Jordan, R-Ohio, cited that looming vote as he personally challenged Rosenstein at the hearing over his compliance. Hannity: 'Short-tempered, pompous' Rosenstein should heed GOP warnings or face contempt, impeachment SUPREME DECISION LOOMS: President Trump met with a bipartisan group of six senators at the White House Thursday night to discuss the Supreme Court vacancy left by the looming retirement of Justice Anthony Kennedy ... The president met in person with Senate Judiciary Committee chairman Chuck Grassley, R-Iowa; Susan Collins, R-Maine; Lisa Murkowski, R-Alaska; Heidi Heitkamp, D-N.D.; Joe Manchin, D-W.Va.; and Joe Donnelly, D-Ind. Collins, Donnelly, Heitkamp, Manchin and Murkowski are seen as potential "swing" votes in the battle over Kennedy's replacement. Republicans currently hold a 51-49 majority in the Senate, a slim margin that is effectively 50-49 in the absence of the John McCain, R-Ariz., who's recovering from brain cancer treatment. That means Republicans effectively cannot lose any support for President Trump's pick. Developing now, Thursday, June 28, 2018 Supreme Court Justice Anthony Kennedy announced Wednesday that he'll retire July 31, giving President Donald Trump an opportunity to shift the high court to the right for decades to come and setting up a guaranteed confirmation battle in the Senate. Democrats vow to block the confirmation of Trump's 'handpicked political ideologues' White House and Kremlin officials are expected Thursday to announce details of a planned summit between President Trump and Russian President Vladimir Putin Embattled FBI agent Peter Strzok testified for hours behind closed doors Wednesday about anti-Trump text messages he sent to his lovebird colleague during the 2016 presidential campaign The Health and Human Services watchdog says it will investigate the conditions of shelters housing migrant children as a GOP compromise immigration bill fails in the House House Minority Leader Nancy Pelosi appears to downplay the significance of top House Democrat Joe Crowley's primary loss to political upstart and socialist, Alexandria Ocasio-Cortez  THE LEAD STORY - SUPREME BATTLE AHEAD: Justice Anthony Kennedy announced Wednesday that he is retiring, giving President Trump a critical opportunity to move the Supreme Court more solidly to the right for decades to come with his second high court pick. Still, Kennedy's retirement will likely trigger a confirmation battle the likes of which hasn't been seen since the hotly contested nominations of Clarence Thomas and Robert Bork ... President Trump's previous pick, Neil Gorsuch, was confirmed in a fairly close 54-45 vote. He was considered to be a conservative replacing another conservative, Antonin Scalia -- meaning he wouldn't significantly change the court's balance. Kennedy, however, has long been considered the court's swing vote, and if he were replaced by a justice who consistently votes with the conservatives, that could change the results of numerous cases. Supreme Court vacancy will likely become a key issue in a midterm congressional election year, when control of the Senate is at stake. That body will consider Trump's latest high court nominee, requiring only a simple majority for confirmation. GOP leaders changed the rules when Gorsuch was being considered, to get rid of the 60-vote procedural filibuster threshold. But Democrats are expected to try and transform the court opening into a broader political referendum on Trump's leadership, and the future of social issues like immigration, gun rights and race.  Republicans, for their part, hope Kennedy's replacement helps them in the November elections. At a rally in North Dakota on Wednesday, Trump told the crowd that keeping Senate in GOP hands is "the most important thing" after Kennedy retirement. Senate Majority Leader Mitch McConnell indicated he hopes for a vote in the fall. Trump, meanwhile, told reporters he'll probably meet with Putin during a July trip to Europe, with Helsinki and Vienna as possible venues. Daniel DePetris: Trump-Putin summit would strengthen U.S. national security STRZOK GRILLED, IN PRIVATE: FBI official Peter Strzok testified for hours behind closed doors on Capitol Hill on Wednesday, following months of revelations of numerous anti-Trump messages he exchanged with a bureau colleague and lover during the 2016 presidential campaign ... Those messages, between Strzok and former FBI attorney Lisa Page, who were having an affair, included one revealed in the new Justice Department inspector general's report in which Strzok vowed to "stop" Donald Trump from becoming president.  Strzok was questioned for hours before the House Judiciary Committee. Members of the committee fired off questions about the start of the Russia investigation and questions on the Clinton email investigation, sources said. "There are still a lot of unanswered questions on who knew what when," House Freedom Caucus Chairman Mark Meadows, R-N.C., told reporters on the Hill during a break from the hearing. "And as it related to this particular investigation, what was the genesis of the Russia collusion investigation?" Goodlatte: Strzok's answers about anti-Trump texts 'not believable' CHILDREN'S SHELTERS UNDER SCRUTINY: The Health and Human Services inspector general's office said it would launch an investigation into migrant shelters housing children, paying special attention to safety and health-related concerns ... A spokeswoman with the agency said that the probe will not focus on specific allegations of mistreatment. HHS also will look into the training and qualifications of federal contractors who deal with the well-being of the children in custody. HHS is sheltering about 12,000 migrant children, including some 2,000 who arrived at the U.S.-Mexico border with a parent and were separated because of the Trump administration's "zero tolerance" policy. The Department of Homeland Security has formally asked the Pentagon to house 12,000 migrant family members, including 2,000 within the next 45 days. HHS' announcement came as a compromise GOP immigration bill that would have provided a path to citizenship for young illegal immigrants while directing $25 billion for the construction of President Trump's border wall failed in the House on Wednesday. In addition, sources told FOX News, first lady Melania Trump plans to visit additional immigration facilities sometime this week. PELOSI IN DENIAL? - House Minority Leader Nancy Pelosi, D- Calif., on Wednesday appeared to downplay the ramifications of Alexandra Ocasio-Cortez's stunning victory in New York's 14th Congressional District, saying voters went for the left-of-left candidate in one district and the outcome was not the seismic shift portrayed in the media ... "The fact that in a very progressive district in New York, it went more progressive — and (incumbent Rep.) Joe Crowley is a progressive — but to the left of Joe Crowley is about that district," Pelosi said. "It is not to be viewed as something that stands for everything else." Crowley's loss to a Democratic socialist was considered a shocking defeat. He'd been considered a contender for speaker if Democrats retook the House in the November midterms. Joe Crowley was upset in New York's primary by political newcomer - and socialist - Alexandria Ocasio-Cortez A federal judge orders U.S. Border Patrol authorities to stop separating families at the U.S.-Mexico border and to reunite already-separated relatives within 30 days The Supreme Court's decision on President Trump's controversial travel ban was a 'tremendous victory for the American people,' the president says THE LEAD STORY – GRILLING FOR STRZOK: Peter Strzok, the FBI agent who was removed from Special Counsel Robert Mueller's Russia investigation after sending several anti-Trump text messages during the 2016 presidential election, will voluntarily appear before the House Judiciary Committee on Wednesday ... Reports emerged over the weekend that Strzok was willing to testify before Congress without an immunity deal, and that he would not invoke his Fifth Amendment protection against self-incrimination. Despite his purported willingness, the agent was subpoenaed Sunday to appear on Capitol Hill at 10 a.m. Wednesday because he would not agree to a specific date. However, the subpoena was no longer valid because Strzok voluntarily agree to appear for a closed-door interview, Fox News learned.  Sources on the Hill told Fox News that the force of a subpoena was not necessary and that the committee plans to bring Strzok back in the near future for public testimony, something President Trump said was necessary. Henry McMaster hours before polls opened ... The Republican governor, one of Trump's first high-profile supporters, is fighting for his political life against self-made millionaire John Warren in a runoff election ... The South Carolina gubernatorial race headlined the latest in a series of primary contests that stretched across New York, Utah, Colorado, Oklahoma, Maryland and Mississippi on Tuesday. With the November general election nearly four months away, more than half of all states will have selected their general-election candidates after Tuesday's votes are counted. The paper identified the heightened state of "passions" in the country, but saw no benefit in protesters interrupting dinners.  Democrats warned that these public encounters could win sympathy for the Trump administration, The Los Angeles Times reported. Rep. Maxine Waters, in the meantime, is not backing down from her weekend comments calling for people to confront members of the Trump administration at gas stations and anywhere else they're seen in public. Trump calls for live, televised hearing of Strzok, 'other hating frauds' at FBI, DOJ Republicans ask Rosenstein for names of everyone working on Mueller probe SLIGHT, TEMPORARY SHIFT IN 'ZERO-TOLERANCE': The Trump administration has temporarily halted the practice of turning over parents to prosecutors for charges of illegally entering the country, scaling back a key part of its "zero-tolerance" immigration policy amid the controversy over separating children from their illegal immigrant families at the border ... Customs and Border Protection Commissioner Kevin McAleenan said Monday that President Trump's executive order last week to stop splitting immigrant families at the border required a temporary halt to prosecuting parents and guardians, unless they had criminal history or the child's welfare was in question. He insisted the White House's zero tolerance policy toward illegal entry remained intact. White House press secretary Sarah Sanders acknowledged the policy shift, but attributed it to the government resources being stretched thin. "We're not changing the policy.
